ENCARF Initiative: Enhancing Alternative Resource Mobilization for the United Nations through Strengthened ECOSOC-NGO and UN Resident Coordinator Partnerships

Executive Summary.

Yayasan Pendidikan Indonesia (YPI), in its capacity as an ECOSOC-accredited NGO with Special Consultative Status, proudly presents the ENCARF Initiative (ECOSOC-NGO and Resident Coordinator Alternative Resource Framework) as a positive, practical, and innovative solution to support the United Nations’ financial sustainability.

The United Nations plays a vital role in advancing peace, sustainable development, and human rights worldwide. However, traditional funding models face increasing challenges. This initiative harnesses the unique strengths of ECOSOC-accredited NGOs and UN Resident Coordinators (RCs) at the country level to mobilize diverse, stable, and additional sources of funding—particularly from private sector, philanthropy, innovative financing, South-South cooperation, and civil society networks.

ENCARF is fully aligned with SDG 17 (Partnerships for the Goals), the 2018 UN Development System repositioning, and ECOSOC Resolution 1996/31. It requires no new institutions—only enhanced collaboration within existing mandates. YPI proposes a pilot implementation in Indonesia, with potential for global scaling.

Background and Rationale.

The UN system continues to deliver transformative impact across the 2030 Agenda. To sustain and expand this work amid evolving global realities, diversifying funding sources beyond assessed and voluntary contributions is essential. Innovative partnerships with non-state actors offer promising opportunities to bridge funding gaps while increasing ownership and impact at the country level.

ECOSOC-accredited NGOs like YPI bring grassroots expertise, extensive networks, implementation capacity, and direct access to communities and private donors.

UN Resident Coordinators serve as the central convenors of UN Country Teams and are ideally positioned to facilitate multi-stakeholder resource mobilization through the UN Sustainable Development Cooperation Framework (UNSDCF).

The ENCARF Initiative transforms these complementary roles into a coordinated, results-oriented mechanism for alternative funding.

Objectives.

Overall Goal:

To mobilize additional, predictable, and flexible resources for the United Nations by strengthening collaboration between ECOSOC-accredited NGOs and UN Resident Coordinators.

Specific Objectives:

1. Establish structured platforms for joint identification and pursuit of alternative funding sources.

2. Pilot innovative financing models at the country level, starting in Indonesia.

3. Enhance knowledge sharing and capacity building among NGOs and UN Country Teams.

4. Contribute policy recommendations to ECOSOC and the Financing for Development process based on practical experiences.

Key Components and Implementation Strategy.

A. Global-Level Advocacy and Policy Engagement

• ECOSOC-accredited NGOs will actively participate in ECOSOC sessions, the Development Cooperation Forum, and Financing for Development meetings by submitting statements, organizing side events, and sharing successful case studies on alternative financing.

• YPI commits to leading or co-leading at least two side events per year focused on NGO-driven resource mobilization.

B. Country-Level Action (Pilot in Indonesia)

• Partnership Platform: The UN Resident Coordinator in Indonesia, in collaboration with YPI and other interested ECOSOC NGOs, will establish a standing “ENCARF Working Group” within the UN Country Team.

• Resource Mapping and Pipeline Development: Jointly identify bankable projects aligned with Indonesia’s UNSDCF priorities (education, climate action, health, and inclusive economy) that appeal to private foundations, corporations, Islamic social finance (zakat, waqf), diaspora remittances, and blended finance instruments.

• Joint Fundraising Campaigns: Co-design and implement targeted campaigns, including:

• Corporate-NGO-UN matching funds.

• Impact investment vehicles.

• Digital crowdfunding platforms linked to UN priorities.

• Capacity Building: YPI will co-organize annual training workshops for NGOs and UN staff on proposal development, donor stewardship, and UN financing guidelines.

C. Monitoring, Evaluation, and Learning.

• Develop simple, transparent key performance indicators (e.g., amount of additional resources mobilized, number of new partnerships, percentage increase in non-traditional funding).

• Annual progress reports submitted to ECOSOC and shared publicly.

• Independent review after the first two years to assess scalability.

Implementation Roadmap (2026–2028)

• Q2–Q3 2026: Formal launch through dialogue with the UN RC Indonesia and submission to ECOSOC. Establishment of the ENCARF Working Group.

• Q4 2026: Joint resource mapping and development of first pipeline of 5–7 projects.

• 2027: Execution of pilot fundraising initiatives and first capacity-building workshop.

• 2028: Mid-term evaluation and presentation of lessons learned at the ECOSOC High-Level Segment.

Expected Outcomes and Impact.

• Financial: Mobilization of at least US$5–10 million in additional resources for UN joint programs in Indonesia during the pilot phase, with potential for significant scaling.

• Institutional: Stronger, more systematic engagement between ECOSOC NGOs and the UN system at country level.

• Development: Accelerated progress on SDGs through more inclusive, innovative, and locally-owned initiatives.

• Global: Actionable models and recommendations that strengthen the UN’s financial resilience worldwide.

This initiative embodies the spirit of genuine partnership—positive, collaborative, and action-oriented—while respecting the intergovernmental nature of the United Nations.
